
A recent report by Monaco’s Institute of Statistics and Economic Studies (IMSEE) and the Committee for the Promotion and Protection of Women’s Rights offers a mixed picture of violence against women in the Principality. While data suggests a slight reduction in reported cases, the issue remains a pressing concern.
A Slight Decline in Reported Cases
In 2024, the Police Department recorded 60 cases of violence against women, marking a decrease from the 68 cases reported in 2023. Notably, nearly one in three cases involved a current or former partner. Geographically, 63% of the female victims resided in Monaco, and 41% of incidents occurred in private residences—either the victim’s or the perpetrator’s home. Additionally, three men were also documented as victims of domestic violence over the past year.
Hospital Reports and Psychological Impact
Healthcare institutions reported an increase in the number of women seeking medical assistance due to violence. A total of 150 women were admitted to hospitals with violence-related injuries in 2024, compared to 146 the previous year. Physical abuse accounted for 74% of these cases, while 25% involved psychological trauma and 6% were incidents of sexual violence, including rape. The average age of female victims in this category was 36, with more than a quarter residing in Monaco.
Victim Support and Legal Proceedings
The Association for Victims of Criminal Offences (AVIP) assisted 45 female victims, 38 of whom had experienced violence within the same year. Psychological violence made up 51% of these cases, followed by physical abuse (44%), harassment (33%), economic violence (31%), and sexual violence, including rape (18%). The Department of Social Welfare and Social Services also reported six cases, primarily involving psychological, economic, and harassment-related abuse.
On the legal front, the Public Prosecutor’s Office initiated 32 proceedings in 2024. Physical violence accounted for 58% of these cases, while sexual violence, including rape, represented 26%, and harassment made up 16%. So far, four convictions have been secured, while six cases were dismissed.
Ongoing Efforts and Support Measures
Despite a slight decrease in police-reported cases, the overall data underscores the continued need for preventive measures and victim support. Monaco has taken steps toward enhanced protection, including the availability of the App-Elles mobile application, designed to help prevent violence against women. Additionally, support organizations remain committed to assisting victims and advocating for stronger policies to combat gender-based violence in the Principality.
