“HEMERA A”: A New Chapter in Housing for Monegasque Citizens

Monaco has unveiled HEMERA A, a major new opportunity for citizens seeking state-owned housing. From 15 September 2025, applications for these apartments can be submitted through a completely digital platform, marking a significant step in the Principality’s effort to modernise public services.

At the heart of this initiative is the revamped portal MonGuichet.mc, designed to provide a streamlined and user-friendly process. For the Housing Directorate, this transition reflects Monaco’s broader strategy of using technology to simplify administrative procedures while maintaining fairness and transparency in housing allocation.

Recognising that not all residents are equally comfortable with digital tools, the government has created a comprehensive support system. Assistance is available at 5, Promenade Honoré II – entrance B, where trained staff can guide applicants through the online process. Additional help is offered by digital advisors at the Jardins d’Apolline, ensuring that no citizen is excluded because of technological barriers. The Secretariat of the Housing Directorate also remains accessible for direct enquiries by phone at 98.98.80.08 or 98.98.40.80.

However, applicants must be attentive to timing. The submission period closes at 5:00 pm on Friday, 10 October 2025. According to ministerial regulations, late or incomplete applications will not be considered, and postal submissions are explicitly excluded. This strict framework underscores the importance of preparation and timely action for those wishing to benefit from this programme.

The launch of HEMERA A signals more than just the release of new housing units: it represents Monaco’s ongoing commitment to supporting its citizens with modern solutions, balanced by personalised guidance. For many Monegasque families, this new chapter could mean securing a home in the heart of the Principality, strengthening both community ties and quality of life.
