Monaco and Italy Look to Strengthen Cross-Border Ties

The first state visit to Monaco by an Italian head of state concluded with Prince Albert II and President Sergio Mattarella turning their attention to several practical issues still to be resolved between the neighbouring countries.

Following the ceremony and state dinner that marked the opening of the historic visit, discussions on 3 October focused on transport, healthcare, economic cooperation and cross-border relations.

Among the priorities raised by Prince Albert was the modernisation of the bilateral air services agreement dating from 1989, which has been under discussion for several years. The Sovereign also highlighted access to healthcare in Monaco for residents of neighbouring Liguria.

Both subjects have previously been discussed by the Italian-Monegasque Administrative Cooperation Commission, which was reactivated in 2025. Prince Albert expressed his hope that the commission would lead to closer coordination between the two countries.

President Mattarella also underlined its importance, pointing to ongoing work in areas including social security, transport and investment.

Economic relations were another important part of the visit. Italian companies have a significant presence in Monaco, while the introduction of teleworking has made employment in the Principality more accessible to Italian cross-border workers. The first Italy–Monaco Business Forum, held in March, brought together representatives of more than 200 companies from the two countries.

The leaders also highlighted closer cooperation in tackling economic and financial crime, following a memorandum of understanding with Italy’s Guardia di Finanza.

The final day included a visit to Monaco’s Oceanographic Museum, where the Mediterranean and environmental cooperation took centre stage. Italy currently holds the presidency of the RAMOGE agreement, which has brought Monaco, France and Italy together in protecting the Mediterranean marine environment for 50 years.

The visit ended with President Mattarella inviting Prince Albert II to Italy and both leaders expressing their intention to continue strengthening the relationship between the two countries.
