Monaco and Mauritania Strengthen Civil Security Ties with Renewed Partnership

In a move underscoring the enduring bonds between two nations separated by geography but united in purpose, a high-level delegation from Mauritania's civil security apparatus concluded a working visit to the Principality of Monaco last week, renewing a longstanding partnership aimed at bolstering emergency response capabilities.

From December 15 to 19, 2025, representatives of Mauritania's Délégation Générale à la Sécurité Civile et à la Gestion des Crises (DGSCCG) traveled to Monaco as part of an established cooperation agreement in civil security matters. The visit, which reaffirms the close ties between the two countries, focused on practical demonstrations of equipment and interventions by Monaco's Corps des Sapeurs-Pompiers, with particular emphasis on addressing structural fires.

The partnership, now extended through 2027, builds on more than 25 years of support from Monaco's Direction de la Coopération Internationale to Mauritania's civil security efforts. This collaboration has emphasized missions of protection and aid to populations, drawing on Monaco's technical expertise to enhance Mauritanian operations.

Leading the Mauritanian delegation was Brigadier General Abou El Maaly El Hady Sidi Ould Amar, the Délégué Général à la Sécurité Civile et à la Gestion des Crises. During the visit, General Amar engaged in key meetings with Monaco's government counselors: Isabelle Berro-Amadeï, Minister of External Relations, and Lionel Beffre, Minister of the Interior. These discussions explored avenues for future development, including expanded joint actions to address shared challenges in crisis management.

The ongoing cooperation benefits from the specialized knowledge of Colonel Varo, the Commandant Supérieur de la Force Publique, who oversees Monaco's public security forces. Technical support is provided by the Corps des Sapeurs-Pompiers de Monaco, under the leadership of Lieutenant-Colonel Yvrard. On-the-ground coordination in Mauritania is facilitated by Aly Gueladio Kamara, Monaco's consul in the country, ensuring seamless implementation of initiatives.

Among the notable achievements of this partnership are the construction of three first-aid posts in Nouakchott, Mauritania's capital, which has effectively doubled emergency coverage in the city. Additionally, the collaboration has led to the establishment of a maritime rescue brigade dedicated to beach surveillance and lifesaving operations at sea.

Further advancements include the formation of a team of 14 local trainers in Mauritania, enabling the internationalization of initial training programs for new recruits. The partnership has also fortified Mauritania's capacity to respond to natural disasters through the provision of essential materials and equipment, enhancing overall resilience.

This renewed commitment reflects Monaco's broader role in international cooperation, leveraging its resources to support partners in building robust civil protection systems. As global challenges like climate-driven catastrophes intensify, such bilateral efforts highlight the value of sustained, expertise-driven alliances.
