Monaco will welcome ambassadors and permanent representatives from the 46 member states of the Council of Europeon 2 September for the 1567th meeting of the Ministers’ Deputies, held as part of the Principality’s Presidency of the Committee of Ministers.
The meeting will take place at the Oceanographic Museum of Monaco, moving the discussions away from their usual setting at the Council of Europe headquarters in Strasbourg. The session also marks the resumption of the committee’s work following the summer break.
Founded in 1949, the Council of Europe brings together more than 700 million citizens and works to defend human rights, democracy and the rule of law across its member states.
The Monaco meeting will place particular attention on environmental issues and their growing relationship with fundamental rights. Experts will present scientific research alongside legal and policy perspectives, including Dr. Céline Dubreuil-Degortes of the Ocean Policy Directorate at the Oceanographic Institute.
The gathering will open with remarks from Isabelle Berro-Amadeï, Monaco’s Government Counsellor and Minister for External Relations and Cooperation, who currently serves as President of the Committee of Ministers. Proceedings will be chaired by Ambassador Gabriel Revel, Monaco’s Permanent Representative to the Council of Europe.
According to Revel, the environmental focus reflects Monaco’s long-standing international commitment to addressing climate change and biodiversity loss. The discussion also follows commitments made at the Council of Europe’s Reykjavík Summit in 2023, where European leaders recognised the consequences environmental degradation can have for fundamental human rights.
Hosting the meeting in Monaco follows a tradition under which countries holding the rotating presidency invite the Ministers’ Deputies to meet on their national territory.
Beyond the diplomatic agenda, the gathering will give visiting representatives an opportunity to experience Monaco’s history and heritage, with the Oceanographic Museum providing an especially relevant setting for discussions centred on environmental challenges.
